Tripoli Workshop Enhances Capacity of Employer Organisations

Between 27 April and 1 May 2025, the General Libyan Union of Chambers of Commerce, Industry, and Agriculture (GLUCC) conducted a national training workshop in Tripoli, aimed at bolstering the institutional strength of employer and business membership organisations (EBMOs) throughout Libya.

The workshop was held with the support of the International Labour Organization’s Bureau for Employers’ Activities (ACT/EMP) and received funding from both the ILO Action Programme on Crisis Response and the ILO Country Office for Algeria. A total of 18 individuals attended, including representatives from various chambers of commerce, private companies, and other significant stakeholders.

Designed to provide practical tools and insights, the training focused on enhancing EBMO governance, advocacy efforts, membership growth, communication strategies, and the provision of quality services to members. Such skills are considered crucial for developing more capable and responsive employer organisations that can play a meaningful role in national development efforts and engage effectively in policy discussions.

Attendees came from different parts of the country, demonstrating the inclusive scope of the initiative and promoting inter-regional dialogue. This aspect of the workshop contributed positively to national unity and ongoing peacebuilding efforts in Libya.

The training programme also offered an overview of the ILO’s origins, governance structure, and its normative function, particularly concerning international labour standards and monitoring mechanisms.

The success of the event was greatly supported by GLUCC’s logistical coordination and ongoing dedication. As the ILO’s employer representative body in Libya, GLUCC holds a key position in advocating for the Libyan private sector. This latest training session represents a meaningful advance in strengthening its capacity to support employers during complex and demanding periods.
