UBEC Charts New Course with Ambitious Education Reform Roadmap

The Universal Basic Education Commission (UBEC) has launched a comprehensive three-year strategic plan designed to reform and strengthen the basic education sub-sector across Nigeria. The initiative, known as the “UBEC 2025–2027 Strategic Blueprint,” was officially introduced during a two-day Management Retreat held in Uyo, Akwa Ibom State.

According to a statement issued by the Commission’s Public Relations Officer, Mr David Apeh, the retreat was led by UBEC Executive Secretary, Aisha Garba, and attended by senior personnel including Directors, Deputy Directors, Assistant Directors, and Chief Education Officers from national, zonal, and state offices. The primary goal of the event was to build consensus on the implementation roadmap for the new blueprint and to ensure that solid mechanisms for monitoring and evaluation are in place at every level.

“The retreat also aimed to re-orient management staff on critical leadership competencies to enhance operational efficiency, strengthen interdepartmental collaboration, and foster a culture of effective and accountable leadership across the Commission,” the statement noted.

The participants also reviewed and aligned on key elements of UBEC’s revised organisational structure, which was redesigned with the support of KPMG to enable more effective and efficient performance. The Executive Secretary stressed the need for enhanced collaboration between departments and with other educational agencies, highlighting the significance of reviewing team structures and internal processes to boost institutional impact and reinforce the Commission’s shared commitment to delivering quality basic education nationwide.

A central aspect of the plan involves supporting states in crafting context-specific workplans that are in line with national education priorities. The retreat also acknowledged the vital contributions of technical partners such as Solina, KPMG, and the Lagos Business School, who played instrumental roles in guiding the event’s focus and leading capacity-building sessions. These sessions covered key areas such as team leadership, performance management, and conflict resolution—skills deemed essential for UBEC’s management to succeed in delivering on its mandate.

As the retreat concluded, UBEC management staff renewed their commitment to turning the strategic blueprint into concrete, measurable actions aimed at reinforcing the basic education system and driving improved learning outcomes for children across the country.
